 Performance Metrics:Implementation of administrative unit to link stakeholders and develop protocols, target regions for statewide service network, enter into contracts with first reponder/clinical partners and emergency services, establish an info and referral for exisitng victims, define evidence based treatment for victims, create process for compliance, reporting and uniform service delivery, establish training for personnel and community partners, oversee launch of first responder teams, care management and emergency service, document victim health needs to access Florida's health clinics.
 Financial Consequences:2% reatinage of the agreement amount withheld from advances for second, third and fourth releases and will be paid to the provider upon receipt and approval of the final invoice and monthly performance report. In addition, 3% of the release described in Article 34 may be retained if reasonable progress to meet the deliverables has not been made for that reporting period.
