Examining Florida's Healthcare Options

Yesterday I sent a letter to Florida's U.S. Senators expressing my concerns about the draft health insurance reform proposal in the United States Senate. The proposal calls for the Medicaid program to be expanded in the states, which would have serious implications for Florida.

In Florida alone, five to 20 percent of Medicaid funding may be lost to fraud, although it is almost impossible for us to know for certain. That is a staggering amount of hard earned taxpayer money that should be going to a Medicaid recipient in need. My office has engaged in an aggressive fight to recover these funds and in the 2008-09 fiscal year, we recovered over $168 million -- the highest amount recovered in five years. We should not expand Florida's Medicaid program because it will further strain our limited state resources to investigate and prosecute Medicaid fraud.

A recent Miami Herald article reported that Medicaid insures a total of 2.7 million people in Florida, and accounts for 27 percent of the state's budget. If this program expands, our burden will increase. Because Florida is constitutionally mandated to have a balanced budget each year, more cuts will certainly have to be made elsewhere to fund an increased Medicaid program.

There are growing voices in opposition to the healthcare proposal currently in Congress. I urge you to follow this issue closely in the coming weeks as the implications of this proposal will impact all Floridians.



CyberCrime Update

A Pinellas County man has been sentenced to 15 years in prison for child pornography promotion and possession. Mark Brian Dobson was arrested in March by law enforcement with the Attorney General’s CyberCrime Unit and the St. Petersburg Police. He was prosecuted by the Attorney General’s CyberCrime attorneys.
Consumer Protection

Attorney General McCollum announced that his office has reached a settlement with a Palm Beach County business over the marketing of hurricane protection systems. As part of the settlement, Florida Window Company, LLC and its owner, Scott Berman, will pay over $118,000 in consumer restitution and $10,000 to the Attorney General's Seniors v. Crime project.

Attorney General McCollum announced that his office has sued a network of companies over an alleged travel scam. Suncoast Incentives, LLC and owner Nicholas Congleton allegedly enticed victims to purchase travel club memberships for thousands of dollars, but failed to provide the incentives advertised. The Attorney General's Office has received over 500 consumer complaints about the companies.

Attorney General McCollum announced a new policy championing open government and transparency. The Attorney General's Office will treat Blackberry PIN messages and Blackberry text messages as public records by automatically retaining those messages that travel through the agency server. The policy addresses the common misconception that Blackberry PINs travel from device to device rather than through servers.
Criminal Proceedings

A Jackson County nurse has been taken into custody for neglecting a disabled victim under her care. Sherreca Watford, a licensed practical nurse, was arrested by the Attorney General's Medicaid Fraud Control Unit with assistance from the Jackson County Sheriff's Office.

Attorney General McCollum announced the arrest of the owner of an adult family care home in Pensacola. Novella Edwards was taken into custody on charges that she knowingly billed the Florida Medicaid program for caring for residents even though she was not operating a licensed assisted living facility. The Escambia County Sheriff's Office assisted with the arrest.

A Tampa man is in custody after he sent numerous images of child pornography to an undercover detective and then met to provide thousands of additional images. Nicholas Beeman was arrested by members of the Attorney General's Tampa CyberCrime Task Force, working jointly with the Boynton Beach Police Department and the Palm Beach County State Attorney's Office.

Three individuals have been arrested on charges that they conspired to defraud the Florida Medicaid program out of at least $112,000. Frederica Hill, Cathy Summerlin and Larry Hill were arrested by the Attorney General's Medicaid Fraud Control Unit with assistance from the Sheriffs' Offices in Jackson and Calhoun counties. The Hills were taken into custody; Summerlin was arrested this morning.

Attorney General Bill McCollum issued the following statement in recognition of Rosh Hashanah, the start of the Jewish New Year:

“I extend my warmest wishes to Florida’s Jewish community as they prepare to celebrate Rosh Hashanah. We are so blessed to enjoy the freedom to worship in whatever manner we choose, and this New Year should be a time of celebration, a time of reflection, and a time of renewed commitment to our state, our families, and our beliefs.
