Cracking Down on Florida's Gang Problem

Over the past several years, gang violence has increased in our state and has become a serious threat to our neighborhoods, children, and safety. Last year, I worked closely with the Florida Legislature to significantly strengthen our anti-gang laws, giving prosecutors better tools to fight criminal gangs.

Since the law went into effect, we are seeing a substantial difference in the cases my Office of Statewide Prosecution has brought against gang members. One of the most notable successes is currently developing in Manatee County. To date, 14 members of the Third Shift gang, a violent narcotics trafficking gang, have been sentenced to prison terms for criminal gang activities, and yesterday one of those members was sentenced to 25 years in prison. In West Palm Beach, my office has obtained 25-year sentences for two members of the Top 6 gang, and is currently prosecuting several other members as well.

The law enforcement and prosecution component of our statewide gang reduction strategy is only part of the solution. Communities, parents and educators need to band together to help prevent these gangs from recruiting our children as members. Our task is far from complete and only with cooperation will we truly shift the tide. CyberCrime Update

A Holmes County man was sentenced to four years in prison after pleading guilty to possessing child pornography. Law enforcement with the Attorney General's CyberCrime Unit arrested Daniel Rowe in October 2008 after discovering his possession of numerous images of child pornography, including images of at least one identified Florida victim.

A Pinellas County man is in custody on charges of possession and promotion of child pornography. John Kenneth Jackson was arrested today at his St. Petersburg home by law enforcement with the Attorney General's CyberCrime Unit.

A Tallahassee doctor has been taken into custody on charges he sexually solicited someone he thought was a 14-year old girl. Stuart Flanders Tillman, an anesthesiologist, was arrested after he allegedly engaged in numerous online chat sessions with an undercover investigator from the Attorney General's CyberCrime Unit.

An Alachua County man has received the maximum sentence recommended after he was convicted of soliciting a "mother" for sex with her two young children. Seth Jerchower was sentenced to just over 27 years in prison and will serve lifetime supervision as a registered sex offender upon his release. He was arrested in December 2007 by law enforcement with the Attorney General's CyberCrime Unit and was prosecuted by the U.S. Attorney's Office for the Northern District of Florida.
Criminal Proceedings

A Manatee County gang member was sentenced to 25 years in prison after he pleaded guilty to criminal charges of racketeering and conspiracy to commit racketeering. Lucien Alexis, a member of the Third Shift criminal street gang operating in Manatee County, was also sentenced to 20 years of probation, 15 of which are for selling narcotics. Alexis and other members of his gang are being prosecuted by the Attorney General's Office of Statewide Prosecution under the jurisdiction of the State Attorney's Office for the 12th Judicial Circuit.

An Orange County man was sentenced to nine years in prison for his role in a heroin trafficking operation. Norberto Andino, 53, pleaded guilty to conspiracy to traffic 28 grams or more of heroine and trafficking four grams or more of heroin. In addition to his prison sentence, Andino will serve two years of house arrest followed by nine years of supervised probation.

A Lee County woman was convicted for trafficking heroin and conspiracy to traffic heroin. Cynthia Mitchell faces a minimum mandatory sentence of 25 years in prison when she is sentenced at a later date. She was prosecuted by the Attorney General's Office of Statewide Prosecution.
