150-160lbs; brown hair, brown eyes In 2005, the Drug Enforcement Administration (DEA) Orlando District Office HIDTA-1 Task Force Group began targeting a Colombian-based drug trafficking organization headed by Hugo Valencia-Restrepo, who was responsible for coordinating the transportation of large amounts of heroin from South and Central America and the Caribbean into the United States and Europe for distribution. This organization primarily utilized couriers aboard passenger cruise ships and Russian sailors aboard commercial cargo vessels to transport the heroin. The cruise ships and cargo vessels stopped in ports throughout the Caribbean and Central America. On August 14, 2005, DEA agents in San Juan, Puerto Rico arrested a German female and a Spanish male onboard a Royal Caribbean cruise ship. The female and male, posing as a married couple, were in possession of six kilograms of heroin sewn into spandex shorts. On December 8, 2005, Orlando DEA agents observed Denis Zhuravlev give three kilograms of heroin to a man just outside of Port Everglades in Ft. Lauderdale, Florida. Denis Zhuravlev is a Russian national who was working for a shipping company. Hugo Valencia-Restrepo was in charge of the 3 kilos we seized from Zhuravlev, and for 6 kilos of heroin we seized from the cruise ship passengers.
